Maintenance planning has historically been considered primarily under the Safe key question, on the basis that poorly maintained premises create a direct risk of harm. Under the CQC's Single Assessment Framework, evidence of how maintenance is planned, resourced and governed has increasingly become relevant to Well-led as well, because it speaks to the quality of leadership and oversight rather than only to the physical condition of the building at a point in time.
The Well-led key question looks at whether a service has effective governance, clear accountability and a culture of continuous improvement. Applied to property, this means inspectors are interested in questions such as: who owns the maintenance programme, how is it resourced and reviewed, does the registered manager or provider have oversight of outstanding actions, and is there a clear escalation route when maintenance issues cannot be resolved within budget or timescale.
Because Well-led contributes to the overall rating alongside Safe, a gap in maintenance governance can now affect a home's rating even where no immediate environmental hazard exists. A home that has a technically compliant building but no clear ownership or reporting structure for maintenance can be marked down under Well-led for weak governance, separately from any Safe finding.
Strong evidence includes minutes of management or governance meetings where maintenance and estates issues are discussed, a clear line of accountability from the facilities team through to the registered manager and provider, and evidence that maintenance budgets and staffing are reviewed against the actual scale of the property estate rather than fixed regardless of need. Providers who can show maintenance as a standing agenda item at senior meetings are demonstrating exactly the kind of oversight Well-led is assessing.
Facilities managers should ensure their maintenance programme is formally reported into the provider's governance structure, not held solely within the estates function. Regular reporting -- even brief -- to registered managers and, where relevant, provider boards, showing programme status, overdue items and resourcing needs, creates the paper trail inspectors now look for when assessing Well-led alongside Safe.
