How the condition of your building is read as evidence of leadership quality under the CQC framework.
CQC's 'well-led' key question examines the quality of leadership and governance. A poorly maintained building -- with missing certificates, deferred maintenance, incomplete records and unaddressed deficiencies -- is read by inspectors as evidence of weak governance, even if the direct care provided is excellent. Conversely, a well-documented, proactively maintained building supports a narrative of effective leadership.
Evidence of well-led property management includes: a property maintenance plan (forward maintenance register or asset management plan) covering at least five years, documented oversight by the board or proprietor of facilities management, a clear process for reporting defects and tracking to resolution, and evidence that lessons from incidents and near-misses have been acted upon.
A monthly or quarterly facilities management report presented to the board, covering outstanding maintenance, upcoming statutory inspections, budget versus actual, and any significant safety concerns, demonstrates the governance that CQC expects. This report and the minutes of the board discussion should be retained as governance evidence.
