The Regulatory Reform (Fire Safety) Order 2005 requires that evacuation arrangements account for all persons who may be unable to self-evacuate. For care homes, this means a documented PEEP for every resident whose evacuation requires specific support.
Why this matters
A generic "progressively horizontal evacuation" procedure is not a PEEP. Fire and Rescue Services are increasingly issuing Enforcement Notices where providers cannot produce individual plans. One notice per missing PEEP is not uncommon.
What to do
- 1Produce a documented PEEP for every resident who requires any level of assistance to evacuate verbal prompt, physical assistance or equipment.
- 2Review PEEPs whenever a resident's condition changes at least quarterly or after any significant health event.
- 3Ensure all staff who would assist with evacuation have been trained on the relevant PEEPs and that training is recorded.
