This inspection is a hands-on visual and physical check of the tank itself, not a substitute for or covered by outlet temperature checks, which only tell you the temperature at the point of use and reveal nothing about the physical condition of the tank feeding the system.
The annual check must confirm the structural integrity of the tank including the lid and any seals, general cleanliness and the absence of sediment or debris on the tank floor, the condition and effectiveness of insulation, correct function of inlet float valves and outlet connections, and that vermin and insect access points such as gaps around pipe entries or an ill-fitting lid have been sealed. Any of these deficiencies can compromise water quality even where temperatures appear satisfactory.
Cold water below roughly 20C inhibits Legionella growth, which is why CWSTs are normally sited to stay cool, but a tank with damaged or missing insulation, or one positioned near a heat source such as boiler pipework or in a poorly ventilated roof space in summer, can warm well above this threshold. This turns what should be a low-risk part of the system into an active proliferation risk, often without any obvious external sign until an outlet temperature check or sample reveals the problem.
Where an inspection identifies contamination, sediment build-up, or physical damage, the tank must be cleaned, disinfected or repaired before being returned to normal service, following the disinfection procedures set out in HSG274. This work should be carried out by a competent contractor and the outcome, including any post-clean sampling, recorded alongside the original inspection findings.
Many care homes maintain excellent outlet temperature records while their cold water storage tank has not been physically opened and inspected for several years, on the assumption that stable outlet temperatures mean the tank itself must be fine. This is a significant gap, since a tank can develop sediment, damaged insulation or vermin access without this being detectable through outlet monitoring alone, which is exactly why HSG274 treats the physical inspection as a separate mandatory requirement.
