The Manual Handling Operations Regulations don't set a maximum weight -- they require avoiding, assessing and reducing risk. What that means in practice for a maintenance or refurbishment job.
The Manual Handling Operations Regulations 1992, as amended, set out a clear hierarchy rather than a fixed rulebook: avoid hazardous manual handling so far as is reasonably practicable; where it cannot be avoided, assess the risk of any that remains; and reduce that risk so far as is reasonably practicable. HSE's own guidance on the regulations, L23, is explicit that there is no specific weight limit in the regulations themselves -- weight is one factor among several, and a load that's perfectly manageable for one task, one person or one environment can be genuinely hazardous in another.
A proper manual handling assessment looks at more than the object being moved. HSE's guidance uses the shorthand TILEO to structure this: the Task itself (twisting, stooping, repetitive movement, distance carried); the Individual doing it (their capability, any health condition, whether they've been trained for this specific task); the Load (weight, but also size, shape, whether it's stable, whether it has good hand-holds); the Environment (uneven flooring, restricted space, poor lighting, steps); and Other factors (personal protective equipment that restricts movement, or handling aids that aren't actually available on site). HSE also publishes specific tools for this -- the MAC tool for lifting, carrying and team handling, RAPP for pushing and pulling, and ART for repetitive tasks -- which a competent contractor should be using rather than an informal judgement call.
Property maintenance and refurbishment work in an occupied care home routinely involves manual handling in conditions the regulations were specifically written to flag as higher risk: awkward access through narrow corridors and doorways designed for wheelchairs rather than materials trolleys, work carried out around furniture and residents rather than a clear site, and materials that have to be carried further than a straight run from a van to a work area because vehicle access is restricted. A generic manual handling policy that doesn't account for the actual access route on a specific job is unlikely to count as a suitable and sufficient assessment if it's ever tested.
Where a load cannot reasonably be avoided, the regulations expect the risk to be reduced before it's accepted as unavoidable -- breaking a heavy or awkward item into smaller units, using two people for a load one person could technically move but shouldn't, or using a mechanical aid such as a sash cramp, trolley or hoist. Using a mechanical aid reduces the manual handling risk but doesn't eliminate the regulations' relevance entirely -- human effort is still involved in controlling the aid, so the assessment should still cover how it's actually used, not just note that one exists.
The regulations place the duty on the employer, but in practice the person best placed to spot a genuinely hazardous manual handling situation on a specific day is often the site supervisor or the contractor actually doing the work, since access conditions and loads change from job to job in a way a generic risk assessment written in an office cannot fully anticipate. A working method that expects operatives to flag a manual handling problem as it's encountered, not just follow a pre-written assessment regardless of what they actually find on site, is a genuine part of complying with the regulations, not a gap in them.
