A structured approach to assessing flat roof condition, identifying defects and prioritising repairs before leaks occur.
A flat roof in poor condition is one of the most expensive reactive maintenance problems in care homes. A leak can penetrate electrical systems, contaminate controlled areas, damage ceilings and force temporary closure of rooms. The cost of a reactive repair -- including consequential damage -- is typically five to ten times the cost of the planned maintenance that would have prevented it. Inspect all flat roof areas at least twice a year: once in autumn (before the winter rain season) and once in spring (after frost damage is most likely to have occurred).
During a flat roof inspection, check for: bubbles or blistering in the membrane (indicating moisture trapped beneath), cracking or crazing of the surface (common in older asphalt and felt roofs as they lose plasticisers), open or lifted seams and laps, debris accumulation in gutters, downpipes and drainage outlets, pooling water that has not dispersed 48 hours after rain (indicating drainage failure or membrane deformation), condition of upstands at parapet walls and penetrations (where most leaks originate), and the condition of edge flashings and copings. Use a moisture meter probe to identify areas where the insulation is wet -- wet insulation has no thermal value and should be replaced.
A visual inspection by your maintenance team or property manager is appropriate twice yearly. A more detailed condition survey by a specialist flat roofing contractor or surveyor should be commissioned every 3-5 years, and whenever the roof is more than 15 years old. A specialist survey should include: a measured drawing of the roof with the defect locations marked, a moisture survey using electronic leak detection or thermographic imaging, an assessment of the remaining service life, and a prioritised schedule of recommended works with indicative costs. This document is your basis for planning and budgeting maintenance expenditure.
Single-ply membrane roofs (TPO, PVC, EPDM): check for open seams, punctures and UV degradation on older membranes. Modified bitumen felt: check for lap openings, blistering and surface cracking. Mastic asphalt (older buildings): check for crazing, cracking at upstands and any movement cracks at structural joints. GRP (fibreglass): check for delamination, cracking at joints and condition of the gel coat. Each system has its own repair methodology -- a repair to a single-ply membrane should not be made with bitumen materials, and vice versa.
Keep a roof maintenance log for each roof area. Record the date and findings of every inspection, any repairs carried out (with before and after photographs), the contractor used for any specialist work, and any warranty documents. When you commission a new roof or a major re-roofing, obtain the product and installation warranty from the contractor and file it permanently. Some manufacturer warranties require annual inspection by an approved contractor to remain valid -- check this condition when the warranty is issued.
