The three types of damp, their causes, and why CQC now treats persistent mould as a safety concern.
Following the Awaab Ishak case and subsequent regulatory response in the social housing sector, CQC has increased its focus on damp and mould during care home inspections. While care homes are not subject to Awaab's Law, inspectors are expected to consider whether damp and mould conditions create an unsafe environment for vulnerable residents -- particularly those with respiratory conditions.
Rising damp occurs when groundwater wicks up through porous masonry in the absence of an effective damp proof course (DPC). Characteristics: damp limited to the lower 1 metre of walls, tide mark staining, efflorescence (white salt deposits), and damp occurring regardless of weather. Fix: investigation and replacement of the DPC or installation of a chemical injection DPC by a specialist contractor.
Penetrating damp is caused by water entering through defective building fabric -- roof, walls, windows or floor. It appears and worsens during and after rain. Causes include: failed pointing, cracked render, defective window seals, blocked or damaged gutters, and flat roof failures. Fix: identify and repair the source before treating internal finishes.
Condensation damp is caused by warm moist air condensing on cold surfaces. Care homes are particularly prone as high occupancy, bathing, cooking and laundry generate significant moisture. Persistent black mould on walls and ceilings in bathrooms, corners and behind furniture is the main indicator. Fix: improve ventilation, improve heating consistency, address thermal bridges in the building fabric.
