There are two types of asbestos survey: a management survey for routine management purposes, and a refurbishment/demolition survey required before any intrusive works. Many care home operators do not know which type they have or whether it covers all areas of their building.
Why this matters
A management survey is not sufficient before any works that disturb building fabric including partition walls, ceiling voids, floor screeds or pipe lagging. Using a management survey to authorise refurbishment works exposes both the operator and the contractor to prosecution under the Control of Asbestos Regulations.
What to do
- 1Review your current asbestos survey report note the survey type and any areas that were not accessed or surveyed.
- 2Before any refurbishment or intrusive maintenance works, commission a specific refurbishment survey for the affected areas even if you have a current management survey.
- 3Ensure your contractor receives a copy of the relevant survey before works commence and signs to confirm they have read it.
