The difference between an annual CP12 safety check and a boiler service -- and why care homes need both.
The annual gas safety check (CP12) is a legal minimum -- it verifies that each gas appliance is operating safely and records the result. It does not necessarily involve stripping or cleaning the appliance. A boiler service goes significantly further: the engineer dismantles and cleans the burner and heat exchanger, checks ignition components, inspects the condensate trap, adjusts combustion settings for efficiency, and inspects the flue internally. A service is not a legal requirement, but it is essential maintenance. Care homes that only carry out a CP12 check will typically see boiler reliability decline over time and may face higher energy costs due to uncorrected combustion inefficiency. Both are required -- and in most contracts they are combined into a single annual visit.
Manufacturers typically recommend annual servicing, and this is the minimum for a care home. However, care home boilers are under significantly heavier load than domestic appliances -- they run year-round, often at high output, serving large hot water demands as well as space heating. Under these conditions, some manufacturers and specialist engineers recommend a mid-year inspection in addition to the full annual service. Your PPM contract should specify the service interval, and any manufacturer recommendation for more frequent attention should be incorporated. Failing to follow the manufacturer's servicing requirements may also invalidate the appliance warranty.
Most care homes operate commercial or semi-commercial boiler plant -- cascade systems, high-output wall-mounted commercial boilers, or plant room equipment with pressurised primary circuits. These appliances require an engineer with commercial gas competencies (ACS qualification covering commercial catering or commercial heating and hot water, depending on the equipment). A Gas Safe engineer whose registration only covers domestic appliances cannot legally or safely service commercial plant. When appointing a gas contractor, ask specifically whether their engineers hold commercial gas ACS competencies and verify this against their Gas Safe registration card.
The boiler and associated heating system -- including pumps, expansion vessels, pressurisation units, motorised valves and controls -- should be included in a comprehensive PPM schedule. This schedule should specify what is to be maintained, at what frequency, and by whom. The outcome of each PPM visit, including any defects identified and remedial works required, should be recorded in the building maintenance log. Copies of all service reports should be retained alongside the CP12 certificates in the gas safety file. Your insurance provider may require evidence of PPM compliance when processing any claim for heating system failure.
Care homes have a statutory and operational obligation to maintain adequate warmth for residents -- guidance is that rooms should be maintained at a minimum of 18C in areas used by older or vulnerable people, with common areas at 21C during the day. This means that a boiler failure is not merely an inconvenience -- it is a welfare risk that may engage CQC Regulation 10 (dignity and respect) and Regulation 12 (safe care). Your gas safety management plan should include a heating contingency plan: who to call for emergency boiler hire, which supplier can provide temporary heating units, and at what point you would consider the need to temporarily relocate residents.
