Approved Document B (Fire Safety) sets the fire safety standards for new buildings and material alterations under the Building Regulations 2010. For care homes, Part B covers means of escape, fire spread (internal and external), access for fire service, and facilities for the fire service. A building that meets Approved Document B at construction has a baseline of structural fire safety -- but operational fire safety requirements are separate and additional.
A common misconception is that a building certificate means the fire safety obligations are discharged. It does not. The building certificate confirms the structure was built to the standard at the time. The Regulatory Reform (Fire Safety) Order 2005 requires ongoing management of fire risk -- including maintaining the as-built standard and managing operational risks that did not exist at the time of construction.
Any material alteration to an existing care home -- including internal reconfiguration, extension, change of use of rooms, or significant refurbishment -- requires building regulations approval which will include a fire safety assessment. Before starting any building work, obtain written confirmation from the local authority building control or an approved inspector that the proposed works comply with Approved Document B.
