Fire dampers are passive fire protection components installed where ventilation ductwork penetrates compartment walls and floors. They must be drop-tested annually. Most care homes have never done it.
A fire damper is a device installed within a ventilation duct where the duct passes through a fire-resisting wall, floor or ceiling. When a fire is detected (by a fusible link or electrical actuator), the damper closes, maintaining the integrity of the fire compartment by preventing fire and smoke from passing through the duct opening. Without a functioning fire damper, a hole the size of the duct is left in the compartment wall -- defeating the compartmentation strategy entirely.
BS 9999 requires that fire dampers are drop-tested annually to confirm they close correctly. The test involves actuating each damper -- by melting the fusible link (for heat-actuated dampers) or triggering the actuator (for electrically actuated dampers) -- and confirming it closes fully across the duct opening. Each damper must be individually tested and a record produced showing the damper location, test date, result (pass or fail), and action taken if the damper failed.
Fire damper testing is rarely included in standard ventilation maintenance contracts. The maintenance contractor services the fan, cleans the grille and calls the system maintained. Fire dampers are often in inaccessible locations -- inside ceiling voids, behind ductwork -- and testing them requires opening access panels, resetting fusible links and reinstating the damper after the test. It is specialist work, usually sub-contracted to a passive fire protection specialist. Many care home responsible persons are unaware that their ventilation service contract does not include it.
A fire damper that does not close fully is a failed passive fire protection component. It must be repaired or replaced before the system is returned to service. If the damper cannot be immediately repaired, the risk assessment for the building must be reviewed -- the compartmentation gap must be managed by other means (e.g. keeping the area clear of ignition sources, increased warden presence) until the repair is complete. Leaving a failed damper in situ and unmanaged is not acceptable.
Contact a FIRAS-registered (or equivalent) passive fire protection specialist. Provide them with your building drawings or ductwork schematics if available -- if not, they can survey the building to locate all dampers before testing. Expect the test to take longer than anticipated on a building where dampers have not been tested before -- seized, corroded or incorrectly installed dampers are common first-time findings. Retain the test report and add annual fire damper testing as a standalone line in your compliance calendar.
