Fire dampers in ventilation ductwork must be drop-tested annually under BS 9999:2017. Most care home maintenance contracts miss them entirely. Here is what a compliant testing programme looks like.
A fire damper is a device installed where ventilation ductwork penetrates a fire-rated wall or floor. When a fire occurs, heat or smoke causes the damper to close, maintaining the compartmentation that the wall or floor provides. In a care home with progressive horizontal evacuation strategy, compartmentation is everything. A damper that fails to close destroys the compartmentation it was installed to protect, allowing fire and smoke to travel through the ventilation system into adjacent zones.
BS 9999:2017 (Fire Safety in the Design, Management and Use of Buildings) requires that fire dampers are inspected and tested annually. The test is called a drop test: each damper is released to confirm it closes fully and correctly. The test must be carried out by a competent person and a record produced for each damper showing its location, test date and result (pass or fail). BESA Technical Guidance TA5 provides the detailed testing methodology.
Standard ventilation maintenance contracts cover fans, filters, grilles and ductwork. They do not typically include fire damper drop testing. This is a separate specialist activity that requires access to damper locations (sometimes in ceiling voids or above-ceiling plant areas), release of each damper, and resets after testing. The contractor must identify every damper in the building -- which requires access to as-built drawings or a damper audit -- before testing can begin. Many providers do not know how many dampers they have, let alone whether they have been tested.
The test record for each damper should include: a unique identifier or location reference for the damper, the date of the test, the name of the competent person, whether the damper closed fully (pass) or failed to close (fail), and -- if the damper failed -- the remedial action taken and its completion date. Failed dampers that remain uncorrected represent an ongoing fire safety failure. The test records must be retained and should be held in both the fire safety log book and the ventilation maintenance file.
Start by establishing how many fire dampers are installed in your building -- check your fire risk assessment, mechanical as-built drawings, or commission a damper survey. Then check your ventilation maintenance contract: if fire damper drop testing is not an explicit line item with a named deliverable, it is not being done. Commission a specialist contractor to carry out an initial survey, test all dampers, and establish a documented programme for annual retesting. Add damper testing to your compliance calendar as a standalone item.
