Several electrical certificates may be held for a care home: Electrical Installation Certificate (EIC) -- issued when new electrical works are installed. Minor Electrical Installation Works Certificate (MEIWC) -- issued for small additions or modifications to an existing circuit. Electrical Installation Condition Report (EICR) -- periodic inspection and test of existing installation. PAT test records -- record of portable appliance testing. Emergency lighting test certificates -- records of monthly, annual and three-yearly tests.
Retain all certificates for the life of the installation. The EIC for the original installation and any significant extensions should be kept permanently. EICRs and associated remediation certificates should be retained for at least the period covered by the next EICR. PAT records: minimum 3 years.
CQC inspectors expect to see a current (in-date) EICR, evidence that all C1 and C2 items have been remediated, and current PAT records for all portable appliances. Fire authority inspectors expect current emergency lighting test certificates. An out-of-date EICR or missing certificates is a straightforward compliance failure that is easily avoided.
