An Electrical Installation Condition Report is a formal assessment of all fixed electrical wiring in a building, carried out by a qualified electrician registered with a competent persons scheme such as NICEIC or NAPIT. The report assesses the installation against BS 7671 and records any deficiencies, each classified by severity.
Care homes -- as high-use, continuously occupied premises -- should have EICRs carried out at a maximum interval of five years. This is a ceiling not a target: if the previous EICR noted significant deterioration, or if the installation is old or has been modified, a shorter interval may be recommended by the inspecting engineer. Always follow the recommended interval on the face of the report.
C1 (Danger Present) means immediate remedial action required -- the installation should not be used until remediation is complete. C2 (Potentially Dangerous) means urgent remedial action required. C3 (Improvement Recommended) means non-compliant but not immediately dangerous. FI (Further Investigation) means the inspector could not fully assess an element.
C2 observations require remediation within 28 days. Upon receipt of any EICR with C2 items: commission remediation immediately, obtain a Minor Works Certificate confirming each item resolved, and retain both the EICR and the Minor Works Certificates in your compliance evidence file. Leaving C2 items unaddressed is a management failure -- not a technical lapse.
A programme to address C3 items over the medium term -- documented with planned dates -- is far stronger evidence of active management than unanswered findings sitting in a drawer. FI observations require further investigation before the report can be considered complete.
The EICR, all associated Minor Works Certificates, and any supplementary investigation reports should be retained permanently. The history of the installation's condition is relevant to future inspections and to any incident investigation. Store in your CQC evidence pack alongside your gas safety certificate, FRA, and Legionella risk assessment.
